This is a magisk module, magisk must be installed on your device.

1. Open Magisk

2. Enter modules page and tap install from storage

3.Find downloaded file and install it

And then (ONLY FOR MIUI)

Go to Settings > Security > Fingerprint > Fingerprint Animation and select 2nd (neon) animation
